The current administration is deaf to potential ramifications of its political actions and laws or regulations set by compliant legislators. The end result is sacrificed for the apparent appearance and appeasement of the base. What motive to manipulate the system to achieve their goal is never, ever revealed entirely. The most obvious (motives) are power, control and reelection, or positional upgrade.
