At the age of five, following the passing of her mother, Phyllis was lovingly welcomed to the Moore Farm by her grandparents, Ruthie L. Moore ('Mama Ruth') and David L. Moore ('Hawk'). Surrounded by her aunts and uncles, who became more like siblings, she was raised in a home filled with love, family, and strong Moore traditions.
After graduating from high school, Phyllis married her high school sweetheart, Otis Walter. Their union was blessed with two daughters, Michelle Walter and Shannell Lacy, whom she cherished deeply. Phyllis devoted her life to her family, ensuring her children were nurtured, supported, and loved beyond measure.
Phyllis was a devoted member of Mt. Carmel Baptist Church until relocating to Little Rock, Arkansas, where she joined Rosedale COGIC. She remained a faithful and active member until her transition. She leaves to cherish her memory her loving husband of 47 years, Otis Walter; two devoted daughters, Michelle Walter and Shannell Lacy, both of Little Rock, AR; four beloved grandchildren, Mercedes Presfield (Lil Nikki), Dominque Collier (B), Asia Lacy, and Ayanna Lacy (Pun), all of Little Rock, AR; and three greatgrandchildren, Keagan Wayne, Deshawn (Peanut), and Jymair (Mack). She also leaves behind beloved uncles, aunts, nieces, nephews, cousins, and friends. A celebration of her life will take place at Mt. Carmel Baptist Church on Saturday, October 11, 2025 at 11am.
